TOPIC: DT Register 3.1.13a Bug Fix Update

We updated the DT Register package to 3.1.13a to include a few fixes:

- ItemId included for cut off date event message display
- Fixed capture of IP address after a PayPal paid registration
- Fixed issue with display of location images in some cases
- Fixed issue with frontend management tabs loading, depending on which config parameters are set.
- Fixed potential delay from moving from member to member in the group registration process.
- Fixed Converge payment plugin addressing issue where it could be stuck in test mode.
