I have set up manager permissions on DTRegister but when i sign in as the manager they do not see DTRegister. Managers need access to create and edit their events.

I am using DTRegister 2.8.4

The permissions within DT Register do not control admin access to the component. That is handled by Joomla. If the user type has access to components in general, they'll have access to DT Register.

You may want to instead use the frontend options for your Managers. Create a menu item for DT Register -> Control Panel.
