What version of Joomla and DT Register are you running? This was common in an older build, but long ago fixed. Not sure how you'd replicate it now, but AM - PM would have nothing to do with it for sure. That's extremely common. What is your "Registration Open Date" and your "Cutoff Date"? If you don't need either of those items, leave them blank.

I added dates and this appears to have eliminated the error message. I don't recall having to include any dates before - Is this required now? Check this box to be notified of replies to this topic. If you remove those dates and the error re-appears, let us know exactly what your start date/time AND end date/time are set as. Check this box to be notified of replies to this topic.
